ராஜாஜியின் புதிய கல்வி திட்டம் : ‘குலக்கல்வி’ என்ற கற்பிதம்

////ராஜாஜி முதல்வராக இருந்தபோது போதிய நிதி இல்லை என்று ஒன்பதாயிரம் கிராமப்புற பள்ளிகளை மூடினாராமே /////

இல்லை. அது ஒரு மிக தவறான செய்தி. 9000 அல்லது 6000 பள்ளிகள் எவை என்று மாவட்ட வாரியாக பெயர்களை சொல்ல முடியுமா ? நானும் பல ஆண்டுகளாக தேடுகிறேன். விசாரிக்கிறேன். கிடைக்கவில்லை. மூட சதி என்று அண்ணா அல்லது பெரியார் பேசினார். உடனே மூடி விட்டதாகவே இன்று சொல்லப்படுகிறது.

இந்த ‘குலக்கல்வி திட்டம்’ பற்றி முன்பு நான் குழுமத்தில் எழுதியது :

56 வருடங்களுக்கு முன் கிராம சூழ்னிலைகள் மிக கொடுமையாக இருந்தன. கல்வி
ஒரு ஆடம்பரமாக பரம ஏழைகள் மற்றும் வன்னார், குயவர், தச்சர்கள் போன்ற
தொழில் செய்பவர்களால் கருதப்பட்டது. முக்கிய காரணம், பள்ளி கல்வி
கற்றாலும், பிழைக்க தம் குலத்தொழிலையே மீண்டும் செய்ய வேண்டிய கொடுமையான
காலச்சூழ் நிலை. வேலை வாய்ப்புகள் மிக மிக குறைவு. நகரங்களுக்கு புலம்
பெயர வேண்டும். அன்று அது மிக மிக குறைவு.

போக்குவரத்து, தகவல் தொடர்பு, நல்ல சாலைகள் மிக மிக குறைவு.
பிறந்ததிலிருந்து, இறக்கும் வரை தம் கிராமத்திலேயே வாழ்ந்தவர்களே அதிகம்.
இன்று போல் mobiltiy and oppurtunities for employment in new sectors
அன்று அறவே இல்லை. போதக்குறைக்கு சோசியலிச பொருளாதார பாணி என்று தனியார் துறையே முடக்கப்பட்டதால், புதிய வேலை வாய்ப்புகள், ஆலைகள் மிக மிக மிக
குறைவு.

அதனால் தான் சில பழமொழிகள் உருவாயின : ஏட்டு சுரைகாய் கறிக்குதவாது ;
படிச்சவன் பாட்டை கெடுத்தான். எழுதினவர் ஏட்டை கெடுத்தான்…
அன்று கிராம பள்ளிகளில் பணக்கார விவசாய்களின் பிள்ளைகள், உயர் சாதிகளின்
பிள்ளைகள் தாம் மிக அதிக அளவில் படித்தனர். தலித்துகள், கூலி வேலை
செய்யும் ஏழைகள், சாணர்கள், குயவர்கள், வன்னார் மற்றும் நாவித தொழில்
செய்வ்வோரின் பிள்ளைகள் மிக மிக குறைவு. அப்படியே படித்தாலும், ஆரம்ப
பள்ளி கூட முடிக்க முடியாமல் drop out from school மிக மிக அதிகம்.
படிப்பு பிரயோசனம் இல்லை. தேவை இல்லை. குலத்தொழில் தான் எப்படியும் என்ற
சூழ்னிலையில்,

8 மணி நேரம் பள்ளிக்கு அனுப்ப மறுத்தவர்களின் பிள்ளைகளை, 4 மணி நேரமாவது
அனுப்ப வைக்க பள்ளி நேரம் பாதியாக குறைக்கப் பட்டு, இரண்டு shift
முறைக்கு மாற்றம் செய்யப்பட்ட திட்டம் தாம் இது.

எத்தனை புதிய, இலவச பள்ளிகளை திறந்திருந்தாலும், மேலே குறிப்பிட்ட பரம்
ஏழைகள் மற்றும் தலித்துகள் தம் குழந்தைகளை முழு நேரம் பள்ளிக்கு அனுப்ப
முடியாத காலம் அது.

70கள் வரை இது பெரிய அளவில் இருந்தது. எனக்கு தெரிந்து என் தந்தை, 10வாது
தேறியவுடன், படிப்பு போதும் கடைக்கு செல் என்று பணிக்கப்பட்டார். அழுது
சண்டையிட்டு, கல்லூரியில் சேர்ந்தார். இது 1957இல்.

உயர் சாதியினர் மற்றும் பெரும் விவசாயிகள் பிள்ளைகள் தாம் பொதுவாக
முதுனிலை கல்வி வரை அன்று பயின்றனர்.

சாதி அடிபடையில் கல்வி இல்லை. குலக்கல்வி என்ற பெயரை இத்திட்டத்திற்க்கு
இட்டவர் பெரியார்.

50களின் ஆரம்பத்தில், இலவச கல்வி, மதிய இலவச உணவு மற்றும் வேறு பல
சலுகைகள் அளித்திருந்தாலும், வன்னார், குய்வர், தச்சர், நாவிதன் போன்ற
சாதி பிள்ளைகள் கண்டிப்பாக முழுனேரம் (அதாவது 8 மணி நேரம், 16 வயது வரை)
பள்ளிக்கு அவர்களின் ஏழை பெற்றோர் அனுப்பியிருக்க மாட்டார்கள். தங்கள்
பிள்ளைகள், தம்மோடும் குலத்தொழிலை செய்ய சிறுவயதிலேயே கற்று, trainning
and earing செய்யவே முனைந்தனர். அந்த கால சூழல் அப்படி.

this main point is about the number of hours spent at school. that
determined the enrollment and drop out ratio of various castes and
classes. hence this scheme was tried for a change. Rajaji did not have
any ulterior motive as alleged by all his ignorant critics. he was too
great a man for all this.

COMMITTEE ON ELEMENTARY EDUCATION IN MADRAS, 1953

On 20 August 1953, the Government passed an order (Education G.O #
1888) to constitute a committee of experts for reviewing the
scheme.[13] The committee was composed of Prof. RV. Parulekar,
Director of Indian Institute of Education Bombay, as the Chairman;
Dr.B.B. Dey, Retired Director of Public Instruction, Madras; Prof.
Mohammad Mujeeb, Vice-Chancellor of the Jamia Millia University as
members and S. Govindarajulu Naidu, the former Director of Public
Instruction, Madras, and the then Director of Public Instruction,
Andhra Pradesh, as the Member Secretary.[3] The Parulekar committee
submitted its report on 23 November 1953. It found the scheme to be
sound and endorsed the Government’s position . It made additional
recommendations including extending the scheme to rural areas, opening
as many as 4000 new schools, revising the existing curriculum,
providing training and remuneration to the craftsmen involved.[13]

Reasons stated for the reform attempt

The cost of educating all children in the 6-12 age group would be
enormous. Besides enrollment, more than half of the elementary schools
lacked proper infrastructure. The reform attempted to increase the
number of school-going children within the financial limitations faced
by the Government.[3]

There was an acute shortage of teachers. The state had an average of
less than three teachers for five standards per school. There were
4,108 single-teacher schools and more than 60% of the schools with
five standards had less than four teachers.[2][3]

This poor student-teacher ratio was putting a strain on the teachers
and led to students being made to stay in school for longer hours.
This directly contributed to the high drop out ratio. This plural
teaching had to stopped without hiring new teachers.[2]

Rajaji favoured Gandhi’s Basic Eduction Scheme over the existing
elementary education system. He stated that he wanted to reduce the
unemployment amongst educated people.[4] The Basic education system
called for learning through living and training in self reliance.[2]

The retention rate of 37% (between 1947 and 1951) had to be improved
by making schools attractive to students of poorer sections.[2][3]

[edit] Proposals in the new scheme

The Modified Scheme of Elementary education proposed the following
changes in the school system:[2][3]

Reduction of School hours from five hours per day to three.

Introduction of shifts -the students were to be divided into two
batches and the school would function in two sessions. Each session
will be of three hours duration, consisting of four periods of 40
minutes each, with not less than two intervals totaling 20 minutes.
The sessions will be arranged to suit local conditions. One batch will
attend only one session a day. There were to be six working days per
week.

No dilution of the previous syllabus and no reduction in duration for
subjects like Language, Elementary Mathematics, Nature Study, Drawing,
History

பள்ளிகளில் முழு நேரம் படித்த மாணவர்களை வீட்டுக்கு அனுப்பி, அவர்களின்
‘குலத்தொழிலை’ கற்க இத்திட்டம் முனையவில்லை. மாறாக, பள்ளிக்கே அனுப்படாத

ஏழை மாணவர்களை, ஒரு நாளைக்கு சில மணி நேரங்களாவது பள்ளிக்கு வர வழி செய்த
திட்டம் இது.

பெரியார் இதை மிக தவறாக புரிந்து கொண்டார். அவரின் சறுக்கல்களில் இதுவும்
ஒன்று. அந்த இரு சுட்டிகளிலும் விரிவான தகவல்கள், வாதங்கள் உள்ளன.

1925 முதல் சுமார் பத்தாண்டுகள், திருச்செங்கோடு அருகே காந்தி ஆசிரமத்தை
நிறுவி, அங்கு சிறு குடிலில் வாழ்ந்து, தலித்தகளுக்கும், ஏழை
நெசவாளர்களுக்கும்,நலிந்த பிரிவினருக்கும் அருந்தொண்டாறினார்.

When he started his political career as Salem Muncipal Chariman, he
had to fight hard against orthodox brahmin elite and caste hindus to
implement his polices and service for daliths.

and his selfless service during his ten years in Gandhi Ashram in
thiruchengode.

’ராஜாஜி எனது தந்தை’ என்ற நூலை எழுதிய கோவை அய்யாமுத்து ஒரு பார்பனரல்லாத
போராளி. பெரியாரின் நண்பர். குடியரசு பத்திரிக்கையை சில காலம்
நடத்தியவர். காந்தியவாதி.

அத்திட்டம் மிக அருமையான விளைவுகளை ஏற்படுத்தியதை பற்றிய
சி.சுப்பிரமணியம் அறிக்கை உள்ளது. சில மாதங்களிலே total enrollment மிக
அதிகமானது. drop out rate உம் குறைந்தது.

அத்திட்டத்தை பற்றிய தர்க்க பூர்வமான விவாதம் செய்யப்படாமலேயே, வெறும்
உணர்சி கொந்தளிப்பு உருவாக்கப்ட்டது.

அன்று இருந்த வறுமை நிலையில், ஏழை தொழிலாளர்கள் மற்றும் artisians like
கிராம தச்சர்கள், குயவர்கள், சலவை தொழிலாளர்கள், நாவிதர்கள் போன்றவர்கள்,
தம் குழந்தைகளை பள்ளிக்கே அனுப்பாத சூழல். 100க்கு 80 விழுக்காடு
கல்லாதவர்கள். பள்ளி படிப்பு பிரயோசனமில்லா ஆடம்பரம் என்ற எண்ணம்.
மற்றும் கடும் வறுமை. ராஜாஜியின் திட்டத்தினால் இந்த ஏழை மக்களின்
புதல்வர்கள், ஒரு நாளைக்கு சில மணி நேரங்களாவது பள்ளிக்கு செல்ல
தொடங்கினர். Shift sytem உருவானது.

இதை பற்றி அந்த கல்வி குழு அறிக்கை மிக விரிவாக, தெளிவாக பேசுகிறது.

இங்கு அமைதியாக, வாசிப்பவர்களுக்கு முழு உண்மை புரியும்.

ராஜாஜி கோயில்களுக்கோ, மடங்களுக்கோ செல்பவரில்லை. அவரின் ஆன்மீகம்,
organised religious orderக்கு மாற்றானது. ஆர்.எஸ்.எஸ் வகை இந்துத்வத்தை
கடுமையாக எதிர்த்தவர். காந்தியவாது. காந்தியின் மிக நெருங்கிய சகா.

ராஜாஜி நாட்டின் விடுதலைக்காக போராடி சிறை சென்றவர். காந்தியவாதி.
காந்தியின் conscience keeper என்று காந்தியாலே புகழப்பட்டவர். மிக மிக
நேர்மையான, உயர்ந்த மனிதர்.

அவரின் நிர்வாக முறை அல்லது style வேறு. காமாராஜரின் முறை வேறு.
பொருளாதார மேதையான ராஜாஜி, சேலம் முன்சிபாலிட்டுயாகட்டும், தமிழக அரசு
ஆகட்டும் அல்லது இந்திய அரசு : எங்கும் நிதி நிலைமையை மிக balanaced ஆக,
பற்றாகுறை பட்ஜெட் அய் மிக மிக தவரிக்க முயன்றார்.

அவரின் செயல்பாடுகளில் உள்னோக்கம், சாதி வெறி எதுவும் எப்போதும்
இருந்ததில்லை. அப்படி ஒரு பிம்பம் இங்கு சித்தரிக்கப்படுகிறது. அப்படி
பட்ட குறுகிய மனம் படைத்த, அயோக்கியனாக இருந்திருந்தால், பலரும் அவரை
கேட்டதிர்க்கு இணங்க, 1954ஆன் கல்வி திட்டத்தை அவரே வாபஸ் வாங்கி கொண்டு,
ஆட்சியில் தொடர்ந்திருக்கலாம். காமராஜ்ரை தலை எடுக்கவே விடாமல்
தடுத்திருப்பது மிக எளிது. நேருவிற்க்கும், காங்கிரஸ் கமிட்டிக்கும்
ராஜாஜி மேல் மிக மரியாதை.

1942இல் காந்தியுடன் ஒரு கொள்கை முரண்பாடு கொண்டு, அவரையும்,
காங்கிரஸையும் விட்டு பிரிந்தவட் ராஜாஜி. he was a man of rare moral
courage.

பூனா ஒப்பந்தம் நிறைவேற அவர் செய்த ஆக்கங்கள் பற்றி அம்பேத்கார் மிக
நெகிழ்ச்சியாக குறிப்பிட்டிருக்கிறார். இரு தரப்பினருக்கும் இடையே துது
சென்று செயலாற்றினார். அதை பற்றி அம்பேத்கார் சொன்னதை பாருங்கள்.
இணையத்தில் இல்லை அது. Rajmohan Gandhi எழுதிய வரலாற்றில் உள்ளது.

கொள்கைகாரமாக அவர் நேருவையும், காங்கிரஸையும் 50களின் மத்தியில் இருந்து
தொடர்ந்து எதிர்தார். மிக சுலபமாக compromise செய்து கொண்டு, மத்திய
உள்துறை அமைச்சராக, நேருவிற்க்கு அடுத்தபடியாக powerful ஆன தலைவராக
காங்கிரஸிலேயே அவர் தொடர்ந்திருக்கலாம். சாதிவெறியர் என்பது உண்மையானால்,
அதிகரத்தில் இருந்து தன் agenda வை மிக சுலபமாக செயலாக்கியிருக்கலாம்.

பள்ளிகளில் முழு நேரம் படித்த மாணவர்களை வீட்டுக்கு அனுப்பி, அவர்களின்
‘குலத்தொழிலை’ கற்க இத்திட்டம் முனையவில்லை. மாறாக, பள்ளிக்கே அனுப்படாத
ஏழை மாணவர்களை, ஒரு நாளைக்கு சில மணி நேரங்களாவது பள்ளிக்கு வர வழி செய்த
திட்டம் இது.

பெரியார் இதை மிக தவறாக புரிந்து கொண்டார். அவரின் சறுக்கல்களில் இதுவும்
ஒன்று. அந்த இரு சுட்டிகளிலும் விரிவான தகவல்கள், வாதங்கள் உள்ளன.

1925 முதல் சுமார் பத்தாண்டுகள், திருச்செங்கோடு அருகே காந்தி ஆசிரமத்தை
நிறுவி, அங்கு சிறு குடிலில் வாழ்ந்து, தலித்தகளுக்கும், ஏழை
நெசவாளர்களுக்கும்,நலிந்த பிரிவினருக்கும் அருந்தொண்டாறினார்.

    My father was teacher in elementary school (1935-73). I have heard from him the essence of your post.

    EVR viewed everything only through one prism of brahmin-superior caste system; either he did not have the intellectual capacity to look at issues from wider perspective or he deliberately highlighted the negative aspects in pursuance of his agenda.
    It suited the successive Dravida leaders to orchestrate the same line of thinking and portray Rajaji as a person working to perpetuate the caste-culture.

    Only Periyaar ? What about others?
    If he had understood the scheme through the prism of anti brahminism, what about others? Were they too anti Brahmins ?

    I learnt that all Tamil masses opposed the scheme. Kamarajar opposed it. Did he see it through the prism of Brahmin as a superior caste?

    It is a false statement that only Dravidian leaders did. At best, we can say, they cashed in on the wounded feelings of Tamil masses.
    U r writing here, the scheme was only for the so called SCs or STs. It was for the whole Tamilnadu. You are also writing as if 50s were in the hoary past. No. a decade passed since independence. Democratic institutions had begun to take shape and to thrive benefiting Indian masses across the country. They were looking forward to such institutions to strengthen our nascent democracy. Rajaji’s efforts attempted to subvert this process.

    The scheme was bound to help the Brahmins to make them book readers; and the others relying on physical labour. Brahmins were alleged to have sponged on the bodily labour of other sections of society. The scheme wanted to perpetuate the varnashradharam, on which was based the allegation. Remember, in caste system, the Brahmins huged benefited; and the benefit is still seen as they are everywhere in matters involving intellectual activities. So, when there is a adverse criticism of the scheme, we can see Brahmins flocking and writing like Nerkuppai thumbi has done here and Dondu Ragavan did in his blog. Or, supporters of Brahmins like Jeyamohan who has written elaborately in his blog supporting the scheme. Why no non-brhamin leaving aside people like Jeyamohan ? Today, they could scour and read all the documents as you have done! Why don’t they come forward to support Rajaji for this scheme? Why only Brahmins ?

    Reply is the Brahmins wanted the old world to return wherein they alone could be worthy of education and knowledge. So, the suspicion was rife in the minds of people that the Brahmin like Rajaji had an ulterior motive and so, wanted to bring back the arya dharma to enslave other people that should not be allowed in a democracy.

    Periyaar was right in seeing the proposal through the prism of brahmin as a superior caste.

    Don’t talk about what Rajaji did for dalits in Tiruchengodu: that is a cunning way to divert the issue. Stick to the topic. If you want to write about Rajaji as a great man, write another blog post where we could discuss whether your hero woship is justified historically.

    பதிவில் அளிக்கப்பட்ட ஆதாரங்களை பற்றி பேசவே மாட்டீங்கறீக. அந்த பரேல்க்கர் கமிட்டி சொன்னது பற்றி முதலில் பேசலாமே.

    உங்க கோணம் உண்மையா இருந்தால், பிரமாணர்களும் பாதிக்க்ப்பட்டிருப்பார்கள். ‘குலக்கல்வி’ என்று வேதத்தை மட்டும் படித்தால் வேலை கிடைக்காது. மேலும், நவீன இயற்பியல், வேதியில், கணிதம் : இவற்றை வீட்டில் அவர்களின் ‘படித்த’ பெற்றோர் அன்று சொல்லிக்கொடுத்திருக்க முடியாது. அத்தனை ‘திறமை’ எல்லாம் அவர்களிடம் அன்று இல்லை.

  5. நன்று ஜெகதீசன். தமிழகத்தில் 1950களில் பள்ளிகளின் எண்ணிக்கை குறையவில்லை, ஆனால் கூடியுள்ளது என்பதை நிறுபிக்கிறது உங்கள் சுட்டி. ஆந்திரா 1952இல் பிறிந்துவிட்டது. அதனால் அதையும் கூட்டினால் கணக்கு, இதை உறுதி செய்கிறது.

  6. நான் இங்கே பின்னோட்டம் இடுவது லிபியா பற்றி வினவுவில் வந்த கட்டுரைக்கு உங்கள் சிறந்த பின்னோட்டங்களை பாராட்டி.

    மிக சரியான புரிதல்.புலிகளுடைய போராட்டம் எனறு நடத்திய யுத்தத்தால் முழு இலங்கை மக்களுக்கும் துன்பம் ஏற்பட்டாலும், தமிழ் மக்களின் வாழ்க்கையையும் எதிர்காலத்தையும் நாசமாக்கி அழித்தே விட்டது. கடைசி காலங்களில் (2007-2009)புலிகளின் யுத்த்திற்க்கு வலுகட்டாயமாக பிள்ளைகள் பிடிப்பது,கொடுமைகள், கப்பம் தாங்க முடியாத அளவிற்க்கு சென்று விட்டது.

    உங்கள் அளவுக்கு சோஷியலிசம் என்ற வார்த்தைக்கு எதிர்வினையாற்றுபவன் அல்ல நான். இந்தியாவில் '91 முதல் தாராளமயமாக்கல் தேவை தான்.இல்லை என்று சொல்லவில்லை. ஆனால் மீண்டும் ஒரு நல்ல effective welfare stateஆக ஒருநாள் உருவாகும் என்ற நம்பிக்கை எனக்குண்டு. அதனாலேயோ என்னவோ, நான் உங்க அளவு ராஜாஜி பற்றி (குறிப்பாக, அவர் ஊக்கப்படுத்திய Market Capitalism) தெரிந்து கொள்ள முற்படவில்லை.

    இந்திய சுதந்திர போராட்டத்திலும், மற்ற பல துறைகளிலும் அவரின் பங்களிப்பை பற்றி நண்பர்களுடன் பேசும் தருணங்களில், நான் வெறும் ஒரு பார்ப்பனன் என்ற காரணத்தால் அவரை புகழ்கிறேன், "அவரின் குலக்கல்வி" ..... என ஆரம்பித்து தொடர் வசைகளை கேட்டு காது புளித்து பழகிவிட்டதால் (nor could I say a word because it was not a defensible act) கல்லூரி நாட்களுக்குப்பின் அவரைப் பற்றி மேலும் அறிய முயற்சிக்கவும் இல்லை. அவர் பெயர் தமிழகத்தில் பிற்காலத்தில் மறக்கப்படாமல் பேசப்படுமேயானால் உங்களை போன்றவர்களின் உழைப்பில் நடந்தால் தான் உண்டு. His single act proved so toxic that even if someone has to appeal to general Tamil public to read his life and works disregarding that aspect, it has to come from someone who doesn't have the burden of brahminhood.
